Biography:
Honourable Modestus Amutse was appointed into office by the President of the Republic of Namibia, H.E. Dr Nangolo Mbumba on 9 February 2024 when the position of Deputy Minister of Information and Communication Technology (ICT) became vacant with the promotion of the former ICT Deputy Minister to full Minister.

Amutse was born on 22 July 1967 in Oshikuku and later completed his secondary education in Windhoek. He worked for the Namibian Broadcasting Corporation as Chief Reporter for TV news and current affairs based at Oshakati between 1990 and 2005. In 2010, Amutse was elected Councillor for the Oshikuku Constituency and subsequently elevated to the position of Chairperson for the Omusati Regional Council from 2015 to 2019.
Furthermore, before he was appointed a Deputy Minister, Amutse was a Member of Parliament and chaired the Parliamentary Standing Committee on ICT and Innovation. He is also one of the founding members of the Africa Parliamentary Network on Internet Governance (APNIG).
Amutse is a Fellow of the Chartered Governance Institute of Southern Africa (CGISA) as a holder of FCIS and ICGSA as well as an honours in Public Governance. He also holds a master’s degree in Mass Media Communications from the International University Alliance (IUA) and an MBA from the Eastern and Southern African Institute (ESAMI) in Tanzania. Honourable Amutse recently completed his LLB from Stadio Higher Education in Namibia.
Besides being an astute politician, Amutse is a renowned author with his publications such as “Omithitu Nomakuya ga ka Nale, Iikangwa and Etapati having been prescribed to the formal school curriculum for Oshindonga.
With a keen interest in ICT and Governance, Amutse hopes to see a future where the youth of Namibia are equipped and able to have a quality internet connection to access employment opportunities, to make the teaching and learning experience in schools more pleasant and efficient. As Deputy Minister of ICT, Amutse wishes to advance ICT infrastructure development that will not only ensure the availability of the Internet throughout the country but also improve the lives of all Namibians.
